Jane I. Milas is the Managing Director of Garcia & Milas. Ms. Milas’ construction law practice includes representation of general contractors, major subcontractors, owners, sureties and design professionals in connection with public and private vertical construction projects and public infrastructure projects. She has litigated construction cases in state and federal courts, before the Board of Contract Appeals, and in arbitration. Matters handled include issues relating to performance, payment, termination, delay, design defects, acceleration, bond claims, mechanic’s lien issues, wage and hour claims, and labor issues on the management side.

Ms. Milas regularly counsels and represents construction industry employers with respect to employment issues including wage and hour laws, government contracting compliance issues, employment policies and manuals, employment discrimination issues and claims, equal employment opportunity laws and regulations, hiring and termination issues.

Jane is a member of a number of professional associations including the New Haven County Bar Association (President 2008-2009), Connecticut Bar Association (Past Chairman, Construction Law Section), the American Bar Association, and the Professional Women in Construction, CT Chapter (Founding Board member).

Jane has been recognized as a “New England Super Lawyer” 2006, 2007, 2008, 2009, 2010, 2011, 2012, 2013, 2019; Top 50 Women (New England 2010) (Chosen in the area of Construction Litigation), and is a Fellow of the American Bar Foundation and a James W. Cooper Fellow of the Connecticut Bar Association. Ms. Milas volunteers with a number of community and non-profit organizations. She currently is a Trustee of the Connecticut Science Center and has been recognized by the Connecticut Bar Association for her pro bono work with the Connecticut Veterans Legal Center.

Ms. Milas is a graduate of the University of Connecticut School of Law, Northwestern University, and Bryn Mawr College.



Justin Garcia advises and represents corporations, associations, owners, general contractors and subcontractors in his construction law practice. Mr. Garcia joined Garcia & Milas in 2013. Prior to joining the Firm, Mr. Garcia practiced law in Chicago. Through his practice in Chicago and after joining Garcia & Milas, Justin has acquired an extensive background in litigation before state and federal courts.

Mr. Garcia was named to the New England Rising Stars list as one of the top attorneys in New England in 2018 and 2019.

Mr. Garcia is a member of numerous professional associations, including the New Haven County Bar Association, Connecticut Building Congress, and the American Bar Association.

Mr. Garcia graduated from Wheaton College in Massachusetts and earned his J.D. from The John Marshall Law School in Chicago, IL.



Jonathan Krumeich concentrates his practice in the areas of commercial and construction litigation, and counsels his clients on complex matters involving a wide range of disputes. Though not an exhaustive list, Jonathan represents a diverse group of clients including building owners, homeowners, corporations, developers, general contractors, and subcontractors in his commercial and construction law practice.

Prior to joining Garcia & Milas, Jonathan defended insurance companies, lawyers, real estate professionals, and businesses in disputes involving claims of negligence, malpractice, and product liability. Before starting in private practice, Jonathan served as a clerk for the judges of the New Haven Superior Court, where he worked exclusively on the civil docket.

Mr. Krumeich is a member of the American Bar Association, Connecticut Bar Association, and the New Haven County Bar Association. Outside of his law practice, Jonathan sits on the board of a closely held real estate corporation, assisting them with building management and strategic planning. In addition to his professional associations, Jonathan is very active in his community and has over ten years volunteering for his local fire department.

Jonathan received his B.A. in Economics and Political Science from Saint Michael’s College in Vermont and his J.D. from the University of Connecticut School of Law.
