James E. Lalumiere |

JAMES E. LALUMIERE is the founder and President of
Project Development International, Inc., an international
construction management consulting firm with partner offices in
Brussels, Rio de Janeiro, and Santiago. Mr. Lalumiere is
currently responsible for Owner Representation on projects
ranging in size to $400+ million. He has provided analysis and
preparation, negotiation, mediation and resolution of
construction claims for projects of major concern nationally and
internationally. He is a published author of several articles on
Construction Claims Prevention and has been accepted as an
Expert Witness in Texas, Florida, New Jersey, and Massachusetts
courts. He has also testified as an Expert in Arbitrations in
Georgia, Louisiana, and New York. His specific expertise is in
the areas of construction management and delay, disruption,
acceleration, and lost productivity related damages.
Mr. Lalumiere is a licensed General Contractor in the state of
Florida and is certified as a Planning and Scheduling
Professional by AACE International. He has an extensive
knowledge of project planning and scheduling techniques,
particularly in the use of CPM systems. He is an active
Arbitrator for the American Arbitration Association and has more
than 20 years of experience providing owner representation,
dispute resolution, and contract review services for major
municipalities including the Cities of Miami, FL, Houston, TX,
and Essex County, NJ, as well as various School Boards and
Counties in Florida. He was pre-qualified as a Dispute Review
Board Chairperson for Boston’s Central Artery Project and has
received Dispute Board training from both the Dispute Resolution
Board Foundation and the International Chamber of Commerce.
Mr. Lalumiere’s background includes the founding and management
of a construction materials testing laboratory providing
inspection and testing services to the construction industry. He
also has extensive "hands-on" experience in large commercial
construction as a Project Manager, Technical Supervisor, and
Field Engineer for twenty (20) years. Mr. Lalumiere has been
directly involved in a wide range of complex construction
projects including water and wastewater process facilities,
bridges, dams, highways, transportation systems, schools,
manufacturing facilities, condominium and housing complexes, as
well as high and low-rise commercial buildings.
Mr. Lalumiere attended Cornell University in Engineering and has
a Bachelor of Arts degree in Psychology and Sociology form the
University of New Hampshire. He also obtained a Master’s degree
in Business Administration from Florida Metropolitan University.
